Chief Executive Officer
As President of IT Federal Sales, Paul is responsible for all strategic activities within the company. A 1983 Graduate of the United States Military Academy at West Point, he served as an Ordnance Officer commanding three separate companies in Germany and as an Operations Research System Analyst at US Army PERSCOM in Alexandria.
Senior Vice President, Strategic Alliances and Partnerships
Paul is a seasoned sales and alliance leader with over 25 years of experience in building and amplifying strategic partnerships and driving revenue growth and innovation. With a passion for establishing and expanding strategic relationships with key decision-makers, Paul brings expertise in navigating the complex landscape of federal government, strategic software partnerships, and growth initiatives.
Paul is passionate about leveraging the power of technology to improve citizens’ lives and support government agencies’ critical missions. He strongly advocates for collaboration and believes that government and industry can achieve remarkable results by working efficiently together.
Before joining IT Federal Sales, Paul held alliance and sales leadership positions with Google Cloud, Palo Alto Networks, Proofpoint, Polycom, and Cisco, where he built and managed successful partnership initiatives and generated significant revenue and market share growth.
Paul holds a Bachelor’s degree in Accounting and an MBA from Loyola University Maryland’s Sellinger School of Business and Management. When Paul is not supporting his IT Federal Sales customers and partners, he enjoys swimming, cycling, running, and traveling with his family. Paul lives in Annapolis, MD with his wife and two daughters.

Drew is a proven leader with a firm understanding of human behavior, business intelligence, change management, organizational effectiveness, talent management, and more than fifteen years of experience leading organizations. Expertise includes individual and organizational assessment, data-informed decision-making, and evidence-based training design. Proficient in SQL, R, and Power BI. Active Top Secret clearance.

Director of Government Programs
As IT Director of Government Programs, Mark brings a wealth of experience in the military and government sectors. Mark’s understanding of government organizations and processes has proven invaluable to commercial and government customers.
Mark retired from the U.S. Army in 2009 after serving as the Director of Operations for the U.S Army Test and Evaluation Command, responsible for planning, current operations, and resource prioritization for the organization’s $3B budget, 28 test facilities and 10,000 personnel in the U.S, Kuwait, Iraq, and Afghanistan. His career included operational assignments in multiple command and staff positions in the United States, Europe, and the Middle East.
After retiring from the Army, Mark worked as a senior consultant for program management at the Defense Advanced Research Project Agency (DARPA). His work with DARPA included successfully transitioning the Tactical Ground Reporting (TIGR) project from a DARPA concept to an Army Program of Record (POR).
Mark then worked for Carahsoft Technology Corp as the Director of Program Management from 2011 to 2021, overseeing the management of all government programs as the company’s annual revenue grew from $840M to more than $10B.
Mark’s education includes an M.A. in International Relations from the University of Kansas and an M.S. in Strategic Studies from the U.S. Army War College.
VP Sales Operations
Ellen Decker has over 30 years of extensive management and consulting experience spanning the financial services, healthcare, and information technology industries, with a background in large corporate environments, small businesses, and start-ups. Ellen has consistently been recognized as a highly effective executive coach with deep analytical and interpersonal skills throughout her career. Her background includes First VP Product Development & Project Management, VP Consumer Bank Sales Manager, financial analyst, and manager.
Ellen was Valedictorian of her high school class, graduated with Honors from Indiana University Bloomington, Kelley School of Business, holds both a B.S. degree in Finance and an MBA, and is a member of the Beta Gamma Sigma International Honor Society.
